Under sections 294A to 294FD of the National Gas Law, the South Australian Minister responsible for Energy has the power to make rules amending the National Gas Rules.
The following rules have been made by the SA Minister:
- The National Gas (Australian Energy Market Operator) Amendment Rules 2009 commenced operation on 1 July 2009 and were consolidated into version 2 of the National Gas Rules.
- The National Gas (Short Term Trading Market) Amendment Rules 2010 commenced operation on 7 May 2010.
- The National Gas Amendment (National Energy Retail Law) Amendment Rule 2012 came into operation on the day on which Schedule 1 of the National Energy Retail Law (South Australia) Act 2011 came into operation.
- The National Gas (Gas Trading Exchanges) Rules 2013 commenced operation on 1 January 2014.
- The National Gas (Energy Consumers Australia) Amendment Rule 2014 commenced operation on 30 January 2015 and was consolidated into version 25 of the National Gas Rules.
- National Gas (Pipelines Access - Arbitration) Amendment Rule 2017 commenced operation on 2 August 2017.
- The National Gas (Capacity Trading and Auctions) Amendment Rule 2018 was made on 22 November 2018. Schedules 1 to 3, 6 and 8 to 11 of the Rule commenced operation on 22 November 2018. Schedule 4 of the Rule commenced operation on 1 March 2019 and Schedules 5 and 6 of the Rule commenced operation on 1 October 2019.
- The National Gas (Binding rate of return instrument) Amendment Rule 2019 commenced operation on 1 February 2019 and the making of the rule was published in the South Australian Government Gazette on 7 February 2019. It was consolidated into version 42 of the National Gas Rules.
- The National Gas Amendment (Market Transparency) Rule 2022 was made on 30 June 2022 and the making of the rule was published in the South Australian Government Gazette on 30 June 2022. Schedule 6 of the Rule commenced operation on 30 June 2022. Schedules 1 and 4 of the Rule commenced operation on 22 September 2022. Schedule 5 of the Rule commenced operation on 15 December 2022. Schedule 2 of the Rule commenced operation on 15 February 2023. Schedule 3 of the Rule commenced operation on 14 April 2023.
- The National Gas Amendment (Regulatory sandboxing) Rule 2022 was made on 15 December 2022 and the making of the rule was published in the South Australian Government Gazette on 22 December 2022. It was consolidated into version 65 of the National Gas Rules.
- National Gas Rules (Gas Pipelines) Amendment Rules 2023 was made on 10 March 2023 and the making of the rule was published in the South Australian Government Gazette on 16 March 2023. It was consolidated into version 66 of the National Gas Rules.
- National Gas Amendment (East Coast Gas System) Rule 2023 was made on 28 April 2023 and the making of the rule was published in the South Australian Government Gazette on 4 May 2023. It was consolidated into version 70 of the National Gas Rules.
- National Gas Amendment (Other Gases) Rule 2024 was made on 12 March 2024 and the making of the rule was published in the South Australian Government Gazette on 21 March 2024. Schedule 1 commenced on 12 March 2024. Schedule 2 commences on 11 April 2024. Schedule 3 commences on 12 May 2024. Schedule 4 commences on 12 June 2024. Schedule 5 commences on 1 May 2024. Schedule 6 commences on 31 July 2024. Schedules 7 and 8 commence on 3 March 2025.
- National Gas Amendment (Wholesale Market Monitoring) Rule 2024 was made on 9 May 2024 and the making of the rule was published in the South Australian Gazette on 23 May 2024. It was consolidated into version 78 of the National Gas Rules.
