Overview
The Commission made a rule that changes the frequency of Energy Adequacy Assessment Projection (EAAP) reporting. Reporting is now annual instead of quarterly while maintaining the ability to issue an EAAP when it is necessary.
The Commission considered that the rule better balances the benefits of reporting on energy constraints and the costs of producing an EAAP report.
The rule commenced on 1 November 2016.
Background
On 27 November 2015, AEMO made a request to the AEMC to make a rule regarding the Energy Adequacy Assessment Projection timeframes. The rule change request sought to reduce the frequency of EAAP reporting while maintaining the ability to issue an EAAP when it is necessary.
The Commission determined that the rule change request was a request for a non-controversial rule. Accordingly, the Commission expedited the rule change request under section 96 of the NEL, subject to any written requests not to do so. The closing date for receipt of written requests was 7 April 2016. No requests were received.
On 24 March 2016, the AEMC published a consultation paper on the rule change request. Stakeholders were invited to provide comment by 21 April 2016. Six submissions were received.
The final rule is the same as the rule proposed by AEMO, except for some amendments.
