Compensation for market participants affected by intervention events: Directions paper

The AEMC is proposing refinements to the way compensation is calculated for market participants affected when AEMO activates the Reliability and Emergency Reserve Trader (RERT) or issues a direction.

The refinements apply to a more preferable draft rule we released in September 2020, which relates to the framework for compensating affected participants and market customers with scheduled loads following intervention events.

Our directions paper, published today, calls for comments on:
•    three possible ways for compensation to be calculated
•    a proposal to clarify the objective of the compensation framework. 

The paper has been released alongside the draft determination and draft rule for the integrating energy storage systems rule change because the primary concern raised during consultation on the draft compensation rule related specifically to batteries. 

The directions paper discusses the interlinkages between the two rule changes and also calls for comments on this discussion. 

Written feedback on the directions paper should be submitted by 26 August 2021. Submissions will inform the final determination and final rule, to be published along with the final rule for the Integrating storage rule change later this year.
