The Australian Energy Market Commission (AEMC) today called for submissions on its draft determination for new procedures to restore electricity services following a black system condition.
This draft determination follows a Rule change request from the National Electricity Market system operator, NEMMCO. Preliminary consultation on NEMMCO’s proposal was announced in September and has informed the framing of this draft rule proposal.
Today’s release launches the second round of consultation. The closing date for submissions is 3 February 2005.
System Restart Ancillary Services (SRAS) are provided by selected generators which are able to provide a ‘kick-start’ source of electrical power for generators’ auxiliary plant when needed. The last black system condition took place in the 1960s.
The AEMC draft rule determines;
- procedures for competitive tendering of system restart services
- that the Reliability Panel should establish system restart standards
- that NEMMCO’s proposed changes for pricing under market suspension are appropriate
The AEMC engaged economic consultants, Firecone, to provide an assessment of the potential competitiveness of the market for SRAS and appropriate market design for the procurement of SRAS.
