The Australian Energy Market Commission today started consultation on a rule change request to give the AER responsibility for producing and updating a guideline for common definitions of distribution reliability measures.

If given effect in the rules, the rule change request would require the AER to:

  • develop, publish and maintain a guideline of common distribution network reliability measures definitions in consultation with stakeholders under the distribution consultation procedures in the NER;
  • have regard to the guideline when developing the STPIS for DNSPs and preparing DNSP performance reports, including annual benchmarking reports; and
  • review the guideline at least every five years after the guideline is first published.

The rule change request was submitted by the COAG Energy Council on 25 May 2015 in response to recommendations out of the AEMC’s Review of the National Framework for Distribution Reliability.

The consultation paper released today summarises the rule change request, proposes indicative draft rules to give effect to the rule change request and identifies a number of issues for consultation.

The AEMC proposes to progress the rule change request as an expedited rule change. Objections to progressing the request as an expedited rule change close on 1 October 2015. Submissions to the consultation paper close on 15 October 2015.
