The AEMC has released a consultation paper on a non-controversial rule change request from the Australian Energy Market Operator (AEMO) to allow periodic review of market parameters in the short term trading market (STTM) to be conducted at the same time as the national electricity market (NEM) reliability standard and settings review.

Through this rule change request, AEMO seeks to:

  • delay the upcoming STTM parameter review required by the National Gas Rules from 14 December 2017 until 30 April 2018.
  • align subsequent reviews of the STTM parameters with future NEM reliability standard and settings reviews.

The increased interconnection of gas and electricity markets is a key driver for this rule change. AEMO has stated that parameters in gas markets are best analysed taking into account considerations in inter-related markets.

Subject to any objections to the expedited process, there will be only one round of consultation. Stakeholder submissions on the consultation paper are due by 26 September 2017.

Publication of the final rule determination is due by 10 October 2017.
