Today the AEMC published a paper for consultation on specific issues on the Competition in Metering rule change. Submissions on the paper are due by 1 October 2015.
The Competition in Metering draft determination was released in March 2015 and proposed new rules to open up metering services in the National Electricity Market to further competition. The issues for consultation relate to those on which the AEMC seeks further stakeholder input due to potential material changes to the draft rule. These possible changes are in response to issues raised in submissions to the draft rule and draft determination, as well as issues raised at an operational workshop held on 16 July 2015.
The issues relate to:
- Arrangements for accessing energy and metering data, particularly for the purpose of billing and settlement
- Supply interruptions for the purpose of installing or maintaining a meter
- Customer consent for provision of network-related metering services
- Network devices
- Metering Coordinator obligations where customers refuse to have an advanced meter installed
- Alterations to type 5 and 6 metering installations to make them capable of remote acquisition
- The application of the framework to transmission connection points.
The paper sets out the nature of the potential changes to the draft rule to address the issues raised.
While the paper only covers the specific issues above, we are considering the many additional issues raised in submissions and any changes that may be required to address these issues in the final determination and the final rule. The final determination and final rule will be published on 26 November 2015.
