On 23 June 2011, the AEMC published a notice in accordance with section 95 of the National Electricity Law to initiate and assess a Rule change request submitted by the MCE. The Rule change request seeks to amend the Efficiency Benefit Sharing Scheme framework applicable to transmission businesses to require the Australian Energy Regulator to consider the scheme's effect on the businesses' incentive to undertake non-network alternative expenditure.
