This Rule change modifies the requirements for NEMMCO to publish an update to its annual Statement of Opportunities.  The Rule requires NEMMCO to publish certain data that may be useful for investment purposes on a more frequent basis.

Background

On 16 November 2005, NEMMCO submitted a request to the Commission for the National Electricity Rules to be amended to remove the requirement for NEMMCO to publish the January update of the Statement of Opportunities (SOO).

The Commission considered treating this Rule change proposal as a non controversial Rule change, which permits an expedited Rule making process. However, a submission was received in relation to the Rule change proposal which set out an argument in favour of retaining the SOO update on the basis that it contains information for investors, financiers and project developers.

The Commission therefore decided to proceed with a full consultation process for the Rule change proposal.

Under section 99 of the NEL, the Commission issued a draft determination on this Rule change proposal.

The Commission made a Rule determination and made the National Electricity Amendment (Statement of Opportunities Update) Rule 2006 No 5.
