Overview
This Rule for the first time sets a period within which market participants are required to provide information to NEMMCO for operating incident review. It balances the benefits of rapid and efficient investigations in terms of power system security with difficulties which may be faced by participants in providing information within short timeframes.
Background
On 19 April, 2005 NEMMCO submitted to NECA a proposal to change the National Electricity Code to require market participants to provide relevant information to NEMMCO within a specified timeframe to support NEMMCO's obligations to investigate and report on power system operational incidents.
Under the National Electricity Law transitional provisions, consideration of this Rule proposal became the Commission's responsibility on 1 July 2005.
Under s.99 of the NEL, the Commission has issued a draft determination on this Rule change proposal. The Commission invites submissions from any person or body in relation to the draft determination.
The Commission made a final Rule determination and made the National Electricity Amendment (Timely Information to NEMMCO after Operating Incidents) Rule 2006 No 3.
The provisions of the above Rule commenced on 2 February, 2006.
