Overview
The Australian Energy Market Commission (the Commission) has made a final rule to give retailers more time to comply with the new provisions in the Australian Energy Regulator (AER)’s Better Billing guideline. The Billing guideline change is in response to a rule change request submitted by the Australian Energy Council (AEC).
The final rule will change the implementation date for those new provisions from 31 March 2023 to 30 September 2023, although retailers may choose to use the new provisions before this time.
The final rule will commence on 20 October 2022.
Consultation process
On 18 August, the Commission published a consultation paper. We received 12 submissions, which can be found below.
The Commission adopted an expedited process in assessing this non-controversial rule change request. No objections to using this process were received.
Rule change request
On 30 June 2022, the Commission received a rule change request from the AEC proposing to delay the implementation of the AER’s Better Bills Guideline by six months from 31 March 2023 to 30 September 2023.
