The Australian Energy Market Commission invites stakeholder feedback on a rule change request from Jemena Gas Networks that seeks to minimise price volatility for NSW gas consumers that could occur following a delay in the finalisation of Jemena’s 2015-20 access arrangement. This delay is a result of judicial and merits review proceedings.

The Australian Energy Regulator (AER) is remaking its final decision on Jemena’s current access arrangement due to those proceedings. The access arrangement sets out the prices (or ‘reference tariffs’) that Jemena can charge its residential and business customers. 

The rule change proposal seeks to provide the AER with discretion to spread Jemena’s revenue across the current access arrangement period (2015-20) and the next access arrangement period (2020-25). The approach aims to minimise price volatility for consumers.

Today’s consultation paper released today sets out issues that will be considered by the AEMC. Stakeholder submissions on the paper are due by 24 April 2018.
