On 15 December 2005, the MCE submitted a Rule change proposal to implement governance and accountability changes to the Advocacy Panel. The MCE advised that this is an interim solution until the long term model, which is expected to account for consumer advocacy in both the gas and electricity schemes, can be agreed and implemented through legislation.
In light of the MCE’s proposed changes to the governance of the Panel in its proposed Rule change, and to facilitate effective management of the transition to the new model for the Panel, the Commission has appointed Mr Frank Peach as the acting Chairperson until 30 June 2006. Frank will not only have a particular focus on managing the transition, but a strong focus on governance. In the interim, all Panel member appointments must be made under the existing Rules until a change to the Rules is formally made.
