Overview
This Review examines compliance with and enforcement of the technical standards that apply to the operation of generating and network equipment underpinning the reliable operation of the electricity network. This Review is undertaken for the AEMC.
On 22 November 2005, the Commission received a direction from the Ministerial Council on Energy under Part 4, Division 4 of the National Electricity Law, to conduct a review into the enforcement of, and compliance with, the technical standards under the National Electricity Rules.
The Commission published an issues paper on 24 January 2006 in accordance with the timetable specified in the MCE’s terms of reference.
The Commission published a Draft Report in response to the terms of reference in May 2006 and invited submissions to the Draft Report. Submissions closed on 25 July 2006. The Commission received 10 submissions.
The Commission has now released its Final Report on the review into the enforcement of and compliance with technical standards. The Final Report recommends an integrated package of measures intended to ensure that:
- by July 2007, performance standards for existing power generators are properly documented and that procedures for ensuring compliance with those performance standards are improved; and
- by July 2008, the technical standards on which the performance standards are based are comprehensively reviewed and that appropriate penalties for failure to comply are operative
