Overview

The former ESB (now Energy Advisory Panel) has considered and consulted on the current approach to collection and use of billing data, as well as potential alternative approaches that could improve transparency of electricity billing data. The former ESB (now Energy Advisory Panel) has considered and consulted on the current approach to collection and use of billing data, as well as potential alternative approaches that could improve transparency of electricity billing data. This work will now be taken forward by the AEMC and we are the key point of contact for interested parties and stakeholders to engage with on this project.

This project forms part of the broader ESB Data Strategy. The strategy identified that it is increasingly important to understand what drives consumer behaviour, what consumers pay for electricity, and how different services impact bills and choices. The ESB considered that this is a priority gap in energy information required for government policy makers, regulators and market bodies, to inform decision making to support better consumer outcomes

The consultation paper published in July presents the findings to date and seeks stakeholder views on:

  • The need for government decision makers to have greater access to electricity billing data,
  • What data would be required, and
  • Options to gather the data more efficiently and effectively.

Submissions on the consultation paper closed on 1 September 2023. 

The AEMC intends to proceed with this project in 2024-25.
