QLD: Eastern Network Spur Lines

The Eastern Network Spur Lines are transmission lines comprised of the Talinga-Condabri Spur Line, Ruby Spur Line and the Orana Spur Line. The Eastern Network Spur Lines is in located in central Queensland and are owned by Australia Pacific LNG (APLNG), which is a joint venture between Origin Energy, ConocoPhillips and Sinopec.

The Eastern Network Spur Lines overall length is approximately 48 km, with a maximum diameter of 600 mm and a maximum capacity of 420 TJ/day.

The Talinga-Condabri Spur Line is approximately 21 km in length, with a diameter of 600 mm, and a capacity of 420 TJ/day. The Talinga-Condabri Spur Line connects APLNG’s Condabri Lateral South with the Talinga gas processing facility.

The Ruby Spur Line is approximately 17 km in length, with a diameter of 450 mm, and a capacity of 236 TJ/day. The Ruby Spur Line connects a hub owned by APLNG on Jemena Gas Networks’ Darling Downs pipeline with Queensland Gas Company’s gas processing facility.

The Orana Spur Line is approximately 9.5 km in length, with a diameter of 300 mm, and a capacity of 170 TJ/day. It connects Jemena Gas Networks’ Darling Downs pipeline with APLNG’s Orana gas producing facility.

The Eastern Network Spur Lines is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

The AER has granted the following exemptions for the Eastern Network Spur Lines:

  • On 26 February 2018, a five year Category 1 and Category 2 exemption under Part 23 of the NGR.
  • On 30 November 2022, a five year Category 1 and Category 2 exemption under Part 23 of the NGR. Due to reforms to the NGR, the exemptions transitioned to a Category 1 exemption under Part 10 of the NGR.
