QLD: Condabri Lateral

The Condabri Lateral is a transmission lateral pipeline in central Queensland. The pipeline is owned by Australia Pacific LNG (APLNG), which is a joint venture between Origin Energy, ConocoPhillips and Sinopec. It is also referred to as the APLNG Mainline Lateral.

The Condabri Lateral comprises both the Condabri Lateral North and the Condabri Lateral South, with a combined length of approximately 72.93 km, maximum diameter of 900 mm and a maximum capacity of 902 TJ/day. The Condabri Lateral North is 56.44 km in length, with a diameter of 914.4 mm, and a capacity of 902 TJ/day. The Condabri Lateral South is 16.49 km in length, with a diameter of 457 mm and a capacity of 153 TJ/day.

The Condabri Lateral connects the Condabri development to the south with the APLNG pipeline.

The Condabri Lateral is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

In 2012, the Commonwealth Minister (being the relevant minister) granted a 15 year non-coverage determination for the APLNG Pipeline and associated pipelines such as the Condabri Lateral.

The AER has granted the following exemptions for the Condabri Lateral under the name APLNG Mainline Laterals:

  • On 26 February 2018, a five year Category 1 and Category 2 exemption under the former Part 23 of the NGR.
  • On 30 November 2022, a five year Category 1 and Category 2 exemption under the former Part 23 of the NGR. Due to reforms to the NGR, these exemptions transitioned to a Category 1 exemption under Part 10 of the NGR.

The Condabri Lateral was completed in late 2013.
