VIC: Carisbrook to Horsham Pipeline

The Carisbrook to Horsham Pipeline (also known as the GPV Pipeline) is a transmission pipeline located in western Victoria. The pipeline is owned by Gas Pipelines Victoria (GPV).

The pipeline is 183 km in length. It provides high-pressure natural gas from the Carisbrook metering station and supplied via the Victorian DTS to AusNet Services, who in turn supply end-use customers in Avoca, Ararat, Stawell and Horsham.

The Carisbrook to Horsham Pipeline is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10. 

The AER has granted the following exemptions for the Carisbrook to Horsham Pipeline under the name GPV Pipeline/Carisbrook to Horsham Pipeline:

  • On 13 December 2017, a five year Category 2 exemption and Category 3 exemption under Part 23 of the NGR. The AER revoked the exemption on 13 November 2020.
  • On 1 March 2024, a five year Category 2 exemption under Part 10 of the NGR.
