The AEMC has published the draft report for its review into Updating the regulatory frameworks for embedded networks. The draft report proposes a draft package of law and rule changes for a new regulatory regime that will improve consumer protections and access to retail market competition for embedded network customers.
The AEMC will be holding a public workshop on 22 February 2019 to discuss the draft report. The workshop will provide an overview of the proposed regulatory framework and will seek stakeholders’ views on a number of specific issues. The workshop will include presentations by the AEMC, question and answers sessions as well as in-depth roundtable discussions. .

The AEMC’s annual review of the electricity network economic regulatory framework considers potential changes to the regulatory framework to support the continual evolution of the grid as more and more decentralised energy resources like solar PV, battery storage and electric vehicles connect.
This includes looking at better ways for network businesses to integrate and use distributed energy resources located in homes and businesses, where these are a lower cost alternative to investing in poles and wires.
A key part of the 2019 review is to look at alternative ways of assessing network expenditure and remuneration - as recommended by the Finkel review and following on from the Commission’s 2018 review that found the incentives for capital and operating expenditure are not aligned.
The AEMC will be holding a workshop to gain stakeholder views on network expenditure bias and potential options to address expenditure bias where it exists.
AEMC Commissioner Charles Popple will lead the workshop and facilitate panel discussions with representatives from new technology providers, retailers, consumer advocates as well as the Australian Energy Regulator, Energy Consumer Australia and the Energy Networks Australia

The Enhancement to the Reliability and Emergency Reserve Trader (RERT) rule change request from the Australian Energy Market Operator seeks broad changes to the RERT framework. This rule change request is part of the Commission’s ongoing reliability work program which supports a system that provides reliable power at least cost to consumers.
