Overview

The AEMC has published a consultation paper on a rule change request from the AER to strengthen protections for customers requiring life support equipment.

Proposed rule change

The AER has requested changes to the National Energy Retail Rules (NERR) that would strengthen and formalise the registration and deregistration processes for customers that have a person requiring life support equipment residing at their premises.

The proposed rule changes would clarify that a customer receives the protections of the life support rules from the time they inform their retailer or distributor until they are deregistered.

They would also require the registration process owner (the retailer or distributor first contacted by the customer) to:

  • notify customers of their rights and obligations under the life support rules
  • follow a prescribed process for obtaining confirmation of a customer’s eligibility to be on the life support register
  • follow a prescribed process for removing a customer from the register.

Consultation

The consultation paper seeks stakeholder feedback including on the costs the new obligations might impose and the appropriateness of the new arrangements.
