The AEMC has undertaken consultation on a rule change request from the New South Wales distribution network service providers Ausgrid, Endeavour Energy and Essential Energy (NSW DNSPs) which seeks a participant derogation to amend the national electricity rules.

The rule change request proposes to allow adjustments to the NSW DNSPs’ revenue for the 2014-19 regulatory period that may result at the conclusion to the current proceed ings to be recovered over two regulatory periods so that pricing volatility to end customers is minimised.

Submissions to the consultation closed on 15 December 2016.

On 7 February 2017 the Commission extended the period of time to make the draft determination on the rule change proposal to 27 April 2017, under section 107 of the National Electricity Law. The Commission considered the extension necessary to provide additional consultation on the complex issues raised by stakeholders on the consultation paper regarding implementation if the derogation is made.

The AEMC is also conducting concurrent consultation on a similar rule change request (ERC0216) submitted by ActewAGL.  ActewAGL’s request seeks to addresses a similar issue that is affect customers in the Australian Capital Territory.
