The public forum will be an information session, providing an overview of the draft determination and proposed mechanism to assist with understanding and engagement.
The draft rule would establish an operational mechanism to value, procure and schedule security services in the NEM in the operational timeframe. These services would be scheduled in advance but close to real-time, and so be integrated closely with the energy market.

This paper updates stakeholders on the progress of the ESB’s essential system services (ESS) reform initiatives, including those related to inertia. This paper outlines the significant ESS work program underway and seeks your feedback on the various interactions with the Australian Energy Council’s (AEC’s) rule change request to introduce an inertia spot market.
The public forum will explore the material in the paper, including questions on the problem the AEC’s rule change proposal seeks to address, as well as implementation considerations.

The FOS defines the range of allowable frequency for the power system under different conditions, including normal operation as well as after events that occur that can impact the power system.
The review will examine the appropriateness of the settings in light of the ongoing energy market transformation, as conventional synchronous generation is progressively replaced by inverter-based technologies such as wind, solar and batteries.
The Panel published an issues paper on 28 April 2022 and now seeks stakeholder input via a public forum.

In its Post 2025 Market Design Review, the Energy Security Board recommended a congestion management model with REZ adaptations – the Congestion Management Model or CMM. The ESB subsequently established a process to work collaboratively with stakeholders to find solutions to the challenge of transmission access. As part of this process, the ESB published a project initiation document which gave stakeholders the opportunity to put forward alternative models.
The ESB received a strong response to its project initiation document. Submissions to the project initiation document can be found here. The purpose of the upcoming seminar is to give stakeholders the opportunity to explore the features of the various alternative models put forward by stakeholders. The session will inform the evaluation of the alternative models, or elements of these alternative models.
This session will be a collaborative event led by the ESB’s appointed Independent Facilitator. To promote well informed discussion, stakeholders are invited to submit questions on the various models to info@esb.org.au by 17 February. Submitted questions will be provided to model proponents prior to the event.
A link to the forum and preparatory materials will be provided to registered stakeholders closer to the event date.
